HURRY!

It is getting boring. In capitalism, you always have to sell more of whatever it is to be successful or at least make more money. You can do this in two ways, get consumers to want ever more or enlarge your market globally. Of course there are those companies that do both. How do you get consumers to want ever more? Advertising! You advertise something as being on sale and to try to stampede the public into buying it you add, "Hurry, this is a limited-time offer." or "Hurry because availability is limited." or some such and maybe even mention a deadline. How many people are suckered into buying because of the HURRY?

I suspect that the public is inured to this approach by now. And in fact if you wait, there will be a new promotion next week or month that might be even better in the event you want the product. I hope we all take our time and don't HURRY.

But think how much of our economy is built upon advertisements. Essentially the entire radio/TV industry is built upon it, to say nothing about junk mail. So most of us are inundated with advertisements, and, if one doesn't get us, another may. There is all this wonderful stuff that would be fun to own. The net affect is consumers that forever want more. But HURRY!

CAN IT HAPPEN?

There are Republicans and members of the heirarchy of the Tea Party that would like to do away with things like Social Security and Medicare, and, of course, Obamacare. Others would just like to reduce them to help balance the budget, something that must be done at some point. But would it be possible to do away with them? It is not clear that at the grass roots level that Tea Partiers share this goal, for instance (http://campaignstops.blogs.nytimes.com/2011/12/26/whose-tea-party-is-it/?nl=todaysheadlines&emc=thab1).

Suppose we got a clever Republican administration like that of Bush-43 that wanted to do away with them. I imagine that first a part of your Social Security payments would go into something like a 401k. Then more and then more until the whole thing was a 401k. Also somewhere along the line it probably would be made voluntary. So Social Security would be no more.

Medicare would suffer something equivalent to Social Security. It, no doubt, would start with vouchers as in the Ryan plan. With time because of inflation the vouchers would pay less and less of your medical expenses. And of course, it would be made voluntary at some point. And perhaps at some point the vouchers would just be discontinued.

Now the Bush-43 like administration would concentrate on convincing the voting public to go along with this plan, and they would use all the wiles they used to get us to go to war in Iraq to getting rid of Social Security and Medicare. I'm not sure what they would do, but truth would be no object just as it wasn't with us going to war in Iraq. Could this happen? I don't know, but the current candidates for the Republican presidential nomination certainly sound like they would like to do this. Perhaps they could somehow make it unpatriotic to be against doing away with Social Security and Medicare just as they did with the Iraq war.

Could it happen?

CONGRESSIONAL CONFERENCE COMMITTEES

When the Senate and the House pass the same bill but with some different wording or content, the two houses are to form a conference committee to iron out the differences. Perhaps few people realize that anything can happen in "committee." Many a bill has died in committee even if they passed both houses by wide margins. And the bill coming out of committee can look quite different than the one passed by both houses. I recall one year my Bureau ended up getting more out of conference than either house allotted. That is unusual as they usually split the difference, but this one time, at least, they gave us more. Once the conference committee resolves the language of the bill, it is voted on again by both houses but usually only in an up or down manner. It can be sent back to conference.

REPUBLICAN PRIMARIES

It still seems to me that the most qualified Republican candidate for president is Jon Huntsman. He was an outstanding governor of a Red state and balanced the budget, he is pro life, pro guns, and has been Ambassador to Singapore and , more importantly, China, our biggest rival and creditor. I think he faces several problems. This is his first time running so I think he lacks name recognition. He has referred to himself as a center right candidate, but he is a true conservative. His Abassadorship to China was under president Obama, and he made the mistake of saying some nice things about him. And of course, his Mormon religion probably counts against him. He has thrown his full effort into New Hampshire. If he should win, he might take on some steam. He is gaining in the polls.

I think Iowa is wide open and the caucuses are only a few weeks off. I don't know of any poll that has ranked candidates by their likelihood to go to the caucuses. As Gingrich doesn't have much of an organization in Iowa, I doubt he will win in Iowa. But right now, the "red meat" Republicans are in charge and like the idea of someone who can beat up on Obama. Eventually, I believe saner heads will prevail.

What has happened to Machele Bachmann? She has sounded rational for a few weeks now, even if I don't agree with her views. I do agree with her that the payroll tax cuts are a bad idea. It just makes the funding of Social Security and Medicare that much harder in the future. How many will she fool? Iowa is her place. It's there or never.

Ron Paul is doing surprisingly well in the polls in Iowa, but I have a hard time seeing him as the winner. He is just too much. Though some aspects of his foreign policies are well taken, others are just nutty. It is interesting that libertarians side with the Republicans because it is the Democrats that are social libertarians. Apparently it is fiscal libertarians that take precedence.

I'm sorry, but I can't stand Rick Santorum. He lost big in his run for a third term in the Senate. His stands against things like masturbation (of all things), oral sex (even for heterosexual couples), and homosexuals are just too far out. I still guess that in the end, the Republican nominee will be Mitt Romney. One thing I think we can count on if he becomes president is a large downsizing of the Federal government employees. This was his business career - downsizing. What else he will do is uncertain to me, but I'm sure he will try to be remembered as a great president. After all, this guy has excelled at everything he has done, except possibly campaigning. Why would we expect differently of him as president. So he might be better than anyone expects.

REMEMBRANCE OF A SPRING MORN

A funny thing happened to me the other day. It was about seven-thirty in the morning, and I was going to work. It was one of those wonderful mornings that we have been having lately. The sky was as clear as crystal with only a few big puffy white clouds floating here and there. The sun shown brightly. With its low angle it cast long black shadows through the trees which cut deep marks across the spring grass. The morning was pleasantly cool, and that indescribable smell of spring came through the open car windows. I was just driving along dreaming of nothing in particular, not concentrating on my driving. From time to time I would gulp in huge breaths of fresh air just because it tasted and smelled so good.

All of a sudden I became aware of wheels fast approaching me from behind as if to pass, but they did not. They continued to follow close behind. Probably of all the irksome things I can think of, having a car tail close behind bothers me the most. I looked through my rear view mirror to see how near he was, but I could see nothing. He must have been out in the blind spot that the mirror does not cover so that I figured that he would pass me any moment, but he did not. Finally I stuck my head out of the window and looked back. You know it's very odd, but it was my own tires that I heard.

PREFERRED STOCK INVESTING

Yields on savings accounts and CDs less than 5 yrs to maturity do not cover inflation. You can find better yields among common stocks, though at best, at higher risk. Even better yields can be found among corporate preferred stocks at greater safety, though not as great as for savings accounts and CDs (http://www.money-zine.com/Investing/Stocks/Buying-Preferred-Stock/). Getting at least 6% dividends is easy among preferred stocks. Preferred stocks are usually issued in perpetuity but with a call provision after 5 yrs. Preferred stocks are thinly traded and some study should be done before buying them. Many issues are beyond their call date today so may be called at any time. The commonest price - par - for preferred stocks is $25/sh and, if called, you must be paid the $25/sh. During the crash of 2008-2009, some companies offered to buy your preferred stock at less than par, but you didn't need to accept that.

There are two main types of preferred stocks, those whose dividends are cumulative (where I am involved), and those for whom they are not (that I do not touch). An attractive feature of preferred stocks, however, is that so long as a dividend is paid on the common stock, the preferred stock dividend MUST be paid first. For cumulative preferreds, if a dividend is skipped, it must be made up before the company can issue dividends on their common stock. There are also those, mainly banks, who may skip the dividend for as much as 5 yrs, but they must be paid before maturity. If the company should go bankrupt, preferred stocks rank higher than common stock in the proceedings (Actually, I think this is not a very significant feature.).

Preferred stocks are thinly traded so in buying them, it is best to do so with limit orders so you don't pay too much for them. Selling preferred stocks can be a bit tricky, but you can get some protection by selling with stop orders. Because of the thinly traded nature of preferred stocks, in selling you may have orders filled below your stop order if that is the only bid around and sometimes you get your order filled in pieces over several trades. With brokerages such as Schwab, several trades during one day are covered by one fee charge, but, if the trading goes on to another day, you will be charged for each day.

There are a couple of things about preferred stocks that even the pros fear and that is if the company that has issued the preferred is bought out by another company. In this process, your preferred stock may be called at par (usually $25/sh), but, if not, the preferred may not be traded; however, you will continue to get your dividend payments. This is called "Waldenized" after a famous case. Sometimes a "Waldenized" preferred will be offered redemption below par, but you don't have to accept it. The second fear is of inflation. Inflation tends to push down the price of preferreds with their fixed dividend as the bond coupons increase. Thus you may only sell your preferred stock at a capital loss, but if you are happy with the dividend rate, this may not matter and you would keep it. Today with such low interest rates on bonds, savings accounts, and CDs, the dividends on preferred stocks is attractive and many preferred stocks are selling above par. For example, all our preferred stocks are selling at or above par right now, but this could change in a hurry if inflation showed its ugly head.

Preferred stocks may be rated by the rating agencies. To the best of my knowledge, the only preferred stocks getting a AAA rating by more than one rating agency are certain preferred CEFs (Closed End Funds) issued by Gabelli that guarantee a 10% payout of NAV on the ETF shares. Thus they have a mandatory dividend on their common stock so MUST pay the preferred dividend. For example, we have some GAB (Gabelli Equity Trust) with a AAA rating by two agencies. It is past its call date and has had a partial call for some reason.

Many people trading in preferreds, feel that the safest preferred is PSA (Public Storage a REIT - Real Estate Investment Trust investing in self storage). PSA raises money by selling preferreds (the better part of an alphabet's worth) and has no debt. Thus they are not beholden to the whims of the financial industry though they must service lots of preferred issues. We are overweight in PSA-D, for example, the lowest yielding preferred of PSA. It is past its call date so may be called at any time, but, as the lowest yielding preferred stock of PSA, it is likely that others may be called ahead of it. Also it is currently selling a bit above par so the company would call it at a premium to par, and we would get a small capital loss if we bought it at the premium price. If they should call the preferred below the call price, we would get a capital gain.

If you don't want to deal with the complexity of buying individual preferreds, you could buy a Exchange Traded Fund(ETF). One that I have owned in the past but happen not to at present is iShares PFF. It is a low cost way to acquire a basket of preferreds assembled by some pros.

WHAT THE SUPER COMMITTEE DECIDED

Did anyone think that the outcome of the Super Committee would be different from what occurred? Though the Super Committee is widely viewed as a failure, I don't think so. What they did was decide after considerable thought that the $1.2 billion automatic sequester of funds from the military and the discretionary budget was the best plan. After all, the Republican Party is all about increasing or at least preserving the wealth of the wealthy. So given the choice of having a tax increase on the wealthy or decreasing the military, neither of which they like, it is only natural that they would chose decreasing the military budget. The Democrats feature themselves as the party of the people so, given a choice of decreasing entitlements unless there is a tax increase on the wealthy or decreasing the discretionary budgets, neither of which they like, they would choose to decrease the discretionary budgets. All this was obvious from the beginning (http://stopcontinentaldrift.blogspot.com/2011/08/debt-ceiling-compromise-effects.html). Why is anyone surprised?

Of course, now efforts will be expended to overthrow the sequester. President Obama, however, has said that he would veto any attempts to do so. This seems to be an indication that he prefers the sequestration also.

I think that at least the age for early Social Security should be raised from 62 to 64, now that the age for full social Security has been raised from 65 to 67. I think anyone would be a fool not to take early Social Security. For heaven's sake, you get five years of reduced Social Security payments to do something with. Say you are getting $1,000/mo at the reduced rate, you will have accumulated at least $60,000 (assuming no COLA) before you would be eligible for regular Social Security.

THE DREAM (Biographical)

The other night I had a rather strange dream. Let me tell you about it. I had just graduated from high school, and I now felt very old and mature. I was walking around downtown when I noticed this peculiar store window. I was just about to cross the street, but something I saw in this window caught my eye so that I went to the window instead. Whether the store was a real one or purely dream work now escapes me; however, I do remember that the window contained a varied selection of clothes and sporting goods just sort of strewn around to simulate a careless look. You know what I mean. The general store type atmosphere in the big city, a secret refuge for Saturday sportsman and little boys. At any rate, hanging in this window in the back was this sweat shirt. Not just an ordinary sweat shirt but what we used to call football shirts when I was just a punk. It was yellow, and it had a piece of leather sewn on the chest which was in the shape of a football. I had owned one that was somewhat similar but that was long ago, and I had forgotten about it until now. The one I owned was blue though and also had three strips of leather on the left sleeve. All of a sudden the thought struck me of how nice it would be to own something like it again. You know, I had just decided to buy it when I remembered that I was too old for such things now. I turned and walked away.

IS IT REALLY STARTING?

I have long wondered why the American electorate has been so docile under the present economic climate. Where are the demonstrations? In past downturns more mild than the present, there have been marches on Washington, D.C., particularly by farmers driving tractors into the Reflecting Pond and the like.

Seemingly a revolution of sorts was started by the so-called Tea Party group. I have found that group rather surprising in that many of the early members were unemployed; yet, their cry against the government was that it was too large and running up too great Federal deficits. They have had a lot of success in electing like-minded people to congress. Certainly the size of the Federal deficits is scary, but I have to wonder if they misread the electorate? It seems to me that a lot of the new people elected to congress were actually elected with expectations that they would do something about the job situation* rather than to try to cut down the size of government. Not much has been done so far, and I wouldn't be surprised if many of the Tea Party congressmen are returned to their private lives in the 2012 election. I'm also surprised by Tea Partiers willingness to eliminate such programs as Social Security and Medicare as many of the members are middle aged and not wealthy.

The Tea Party has been followed by the Occupy Wall Street (OWS) movement that is mainly objecting to economic inequality of incomes, high unemployment, the huge wages of those on Wall Street and the lack of any prosecutions of those responsible for the economic fiasco we have been undergoing since late in 2007, and the influence of corporations on the government.** One other message stood out to me in that many seemed to want their student loans to be forgiven. This has not been done although President Obama has lowered the percentage of income to 10% of discretionary income that must be devoted to paying off the student loans and reduced the number of years to 20 from 25 until the residual of the loan is forgiven (http://www.washingtonpost.com/blogs/44/post/obama-administration-announces-plan-to-ease-student-loan-burdens/2011/10/25/gIQAGbKrGM_blog.html). By an large, however, it appears to me that the OWS is still in a disorganized state although it has expanded across the country and even abroad. So the movement has struck a cord that seems to have considerable staying power. So far as I know, OWS is not yet backing certain candidates for election to congress with the possible exception of Elizabeth Warren. Whether this movement can get organized to have any real affect, remains to be seen.

RONALD REAGAN - FURTHER COMMENTS

Ronald Reagan has been deified by many Republicans (for example, the pundit Peggy Noonan, also a former Reagan speech writer, is an extreme case.) and even some Democrats have shown their appreciation. I have made some comments on him at http://stopcontinentaldrift.blogspot.com/2011/02/ronald-reagan.html. Yet, these people who have deified Reagan have had to overlook a lot. The following is taken from an article in Newsweek, July 19, 2010.

Taxes

Though Reagan is particularly remembered by many for his 1982 tax reduction action, they also overlook that he raised taxes a number of times when he saw the loss of Federal revenues as a result. In 1983 he restored about a third of the cuts from the 1982 bill, the largest tax increase ever.

In 1983, he raised the gasoline tax by 5 cents and established a pay-roll tax hike.

In 1984, he did away with some tax loopholes, saving $50 billion over 3 yrs.

In 1986, he was for the Tax Reform Act that raised $420 billion in new fees on business.

Federal Employment

I have previously mentioned that Reagan increased the number of Federal employees though many remember him as a small government advocate. The Newsweek article gives this number as 60,000 whereas they say that Clinton decreased Federal employees by 373,000 (including me).

Federal Budget

The Newsweek article states that the national debt increased from $700 billion to $3 trillion during Reagan tenure as president.

Miscellaneous

Ronald Reagan did a number of things with which I agree, but the religious right core of the Republican party, in particular, abhors today. Among other things, he had a lot of sympathy for gays.

As governor of California, Reagan signed an act that legalized abortions into law.

He opposed proposition 6 that would have barred gays from participation in public schools.

He was the first president to have a gay couple stay overnight in the white House.

He signed the Immigration Reform and Control Act that gave amnesty to millions of illegals though it had provisions that were to end illegal immigration. Unfortunately the 50% increase in border guards did not stem the tide and businesses outsourced a lot of their employees through subcontractors to avoid having to certify that they were not hiring illegals.

There is much to many pundits opinions that Ronald Reagan couldn't get the Republican nomination today.

WOULD MC CAIN HAVE BEEN A BETTER PRESIDENT?

I ‘ve had another comment (#55) published by the NY Times on the op-ed by Ross Douthat, "Dreams Of a McCain Presidency: Would the country have been better off with McCain in the White House? "

John McCain's time to run for president was the 2000 election. The trouble is that John McCain was senile by the time of the 2008 election. He kept saying things like the Iranians (Shiites) were training the insurgents (Sunnis), and he is a bigger war monger than Obama. He doesn't want to reduce troops in Afghanistan, he wanted a bigger effort in Libya, and seemingly wanted to go to war over the country Georgia being disciplined by Russia. The surprise was that he did as well as he did in the election. It is fruitless to speculate on what he might have done as president. It could have been a horror.

DEPRESSION (Poem)

She is an accomplished pianist

Who likes to spend her days

Looking out the window

Or playing the darker

Pieces of Beethoven.

At first I didn’t understand

Why She is depressed.

Then it turned out that

She had a talented son who

Might have been a concert pianist,

But was killed in the crush

At a rock concert.

Many women have had children die

And never get truly over it,

But they soldier on.

Not She who felt Her life was over

And was waiting to die.

Of course, this was unfair to her

Daughter, a pianist of modest abilities,

Who came in the afternoons

Daily to try to cheer her Mother

And get Her to reenter society.

This poem was stimulated by and abstracts a short story by Sally Whitney, “Grace Notes”, Main Street Rag, v. 16, no. 3, p. 31-45, 2011 that much impressed me.

WILL INCANDESCENT LIGHT BULBS BE BANNED? II

It seems as if the insanity over incandescent light bulbs is still with us, and this is an update on a previous post of the same name.* The question is, can an incandescent light bulb of lower wattage give off as much light as a standard incandescent light bulb. Right now there is a 72 watt halogen light bulb that gives off the same light as a standard 100 watt incandescent light bulb that is covered by the new rules.** So the answer is yes! I saw them on the counter in Lowe's Hardware and it has the same shape as a standard incandescent light bulb (which seems to be important to some people).

Now for Compact Fluorescent Lights (CFL) that in general give the same wattage light as an incandescent bulb but using only approximately one-fourth the wattage. They come in Bright White, Soft White, and Day Light. You can get CFLs in Bright White, (running on 23 watts as bright as 100 watts incandescent, 4 for $2.98, Utilitech). These use a bit less than a quarter the energy as the conventional incandescent light bulb. You can also get CFLs in soft white (running at 18 watts and giving the light of a 70 watt incandescent light bulb, 6 for $3.18, Utilitech). You can also get dimmable CFLs, but they are more expensive at $9.76 each for a 100 watt equivalent. In our experience you cannot mix dimmable CFLs with conventional incandescent light bulbs. They dim at different rates. You can get 3-way CFLs (We have one in day light) of 50-100-150 watts equivalent for $8.27 in bright white. You can get CFLs flood lights in bulb shapes and cone shapes (the CFL light is inside the bulb or cone). Lastly they come in lots of colors. Some I saw a Lowe's were pink,light blue, light red, blue, red, green, orange, even black.

Also coming along are Light Emitting Diodes (LED) that use even less energy than CFLs to produce the equivalent light of incandescent bulbs. Currently they are quite expensive because they are made by hand in the U.S., but plans are to have them made as soon as next year in a lower cost nation. At that the price drop will initially be only in half. Right now an 18 watt LED giving light equivalent to a 75 watt incandescent bulb costs $44.98. Like CFLs, they are a bit strange looking because they have to have cooling fins at their base.

But if you cannot tolerate any of the advanced lights, please just hoard the old incandescent bulbs. Go buy them by the case, buy two cases each of different light strengths, but please don't try to stop progress.

WAITING IN THE WAITING ROOM (Poem)

They quietly sit there, waiting to be called, except for a young lady
Saying something to her mother, unheard by others,  or is it her
Grandmother, an obese woman on a portable oxygen tank.

They wait for a doctor or for a test or for an outpatient operation to
Find out – What or to cure what?  They wait with vacant eyes to
Find out the news or maybe they know the news.

(I muse.  If you know the news, is it still news?)

Quiet, waiting, looking, mostly staring into space as time passes by.
A few are looking at old magazines.  Some stare at their lap.
But they too will vacantly stare into space.

Every so often, a name is called by a cheerful nurse.
Without joy, someone gets up, perhaps accompanied by a spouse or
Someone else, and walks to a door, passing inside.

Sometimes someone comes out of that door and quietly walks to
The exit, without comment, and none asked for.  Was there
Good news or bad news or will another visit be needed to get news?

For the rest of us, we wait in the waiting room.

SEPTEMBER 11, 2001 & THE FINANCIAL COLLAPSE

I realize that there are tens of thousands of people whose lives have been changed to various degrees: loss of a father or mother or brother, etc. It is not only the pain at a missed relative or friend, it can mean selling the house, maybe not going to college, all sorts of things. And it did change our nation in that we have been at war ever since in Afghanistan and Iraq (the big two), but Yemen and other places too in different degrees. In addition to the thousands of Americans and foreigners who died in 9/11 or suffered life changing injuries, there are more thousands who have died or suffered life changing injuries in our subsequent wars in lands far away.

But in my case, and that of millions of others, 9/11 didn't change our lives at all, as nearly as I can tell. I had already been retired for 6 years. It is true that the tech and biotech bubbles burst affected our investing style to a significant extent, and we incurred significant financial loss. I had never gotten involved in corporate bonds before or preferred stocks. But I do not see how these are related to 9/11. The housing boom affected our life in that we sold our home and moved to a lower cost state with some tax advantages just before the housing crash that has been with us since. The low interest rates in effect since the burst of the housing bubble certainly have consumed a lot of time trying to find something relatively safe that has a decent yield. Can we sell our current home and move to a retirement center? I don't know.

If I had to pick something that affected my life in this century, it would be the collapse of our financial industry due to deregulation and lack of regulation of the financial industry by the Bush Administration.* All those weird derivatives and synthetic derivatives left unchecked. It ruined our economy for the rest of my life and maybe forever. Places that have heavy regulation of their financial industry have done rather well such as Texas (a surprise) and Canada. You can deregulate industries like trucking and maybe the airlines. There will be pain, but the entire economy is not at hazard, and, maybe after some years, we come out ahead. The financial industry is different. They can't be left unchecked. As much as 9/11 may have affected America, it is the collapse of the financial industry that has most affected America. For example, Federal revenues are at a 60year low as a percent of GDP.

Where was I when the economy collapsed? I don't know. Perhaps September 15, 2008 was the date. That was when Lehman Brothers declared Chapter 11.

WHAT IS GOD TRYING TO TELL US?

I have previously written on The Theology of Natural Disasters (http://stopcontinentaldrift.blogspot.com/2010/05/theology-of-natural-hazards.html). There are those in the evangelical movement who have their own theology and believe that God is trying to tell us something through various natural and man-made disasters. Usually what these people say God is trying to tell us has nothing to do with the disaster. Billy Graham's daughter, Anne Graham Lotz, said that 9/11 occurred because we don't allow God in our schools, government, business and marketplace.* Prominent among those who link disasters to God's message is Pat Robertson, for example, who felt that the Haiti earthquake happened because of their revolt against the French under Napolian.** And somehow Pat Robertson also linked Katrina to the abortion issue.*** John Hagee, on the other hand, linked Katrina to God’s anger over a proposed homosexual parade in New Orleans.****

And that brings us to Michelle Bachmann, a candidate for the Republican nomination for President, on why Hurricane Irene occurred, that it was a warning to Washington to cure the budget deficit.***** I have wondered if she could keep herself under control for the entire nomination period. You better believe that her handlers told her to go back out there and say she was joking. This follows her previous gaff when she signed a document that contained a passage indicating that Black children were better off during slavery. Bachmann said she had not read the entire document. Later the offensive passage was removed.***** Let’s give her a pass on this one, but expect more in coming months. And I sometimes wonder if late on a clear moonlit night, Rick Perry, the evangelical governor of Texas and another candidate for Republican nomination for president, just might wonder if the drought and wildfires in Texas, unbroken by an official three days of prayer, that God is telling him that anthropogenic global warning is real? Naw, it is probably due to Texas having the highest percentage of adults in the nation without health insurance - 27.8%.******

The Family Leader, an Iowa-based conservative activist group, removed a sentence Saturday from the introduction of their “Marriage Vow: A Declaration of Dependence upon Marriage and Family” that said: "Slavery had a disastrous impact on African-American families, yet sadly a child born into slavery in 1860 was more likely to be raised by his mother and father in a two-parent household than was an African-American baby born after the election of the USA’s first African-American President.” *****

Note: The people most affected by Katrina were the working poor, not the indigent, say, who lived on the top of a hill. I don't know that the working poor have a more sinful lifestyle than any other group, but their problem, of course, was that they were living in a coastal area below sea level. A GIFT TOO MUCH IS TOO MUCH OF A GIFT

A poor baby boy was orphaned when his parents were killed in a tragic airplane crash. He was raised by his uncle. Upon graduation from high school, his uncle asked him what he would like for a graduation present. The groovy teenager replied that he would like some wheels -- that is, a sports car. The next day, when the boy got home, the uncle told him that there was something to drive around in, in the back yard. The boy ran to the back yard with great anticipation, but all that was there was a brand new Army tank, heavy category, with treads and all.

The boy tried to hide his disappointment while he said, "Gee thanks, Unc. It's a nice heavy tank, but really a light sports car would be just as good."

"What's the matter with it."' asked the Uncle, none too kindly.

"Well, it just won't a-go-go, if you know what I mean."

"Yes, I admit it wont go as fast as a sports car, and it may be a bit more difficult to maneuver, but it'll go anywhere a sports car will go and a good many places an automobile won't."

"But Unc, I'm not worried about assassination. What I'm interested in is assignation."

"Well, I don't have a spare car," the Uncle replied. "It's a nice new tank of the finest make, and you should be happy."

Moral: Sometimes it is all right to look a gift horse in the mouth.

Note: The above short story in the style of James Thurber was written in response to trying to order a light duty lath in our branch of the government. This order was resisted by the central shop that was way overloaded with work, yet wanted all the work. Finally, we were offered a new heavy duty lath that the central shop had just received and was a great overkill. For example the chucks weighed as much as 70 lbs and had to be loaded on with a hoist.

IT'S THE FLOODS, STUPID!

While I don't want to minimize the physical effects of large earthquakes and hurricanes, we have witnessed that the biggest damage in two recent events in 2011 was caused by floods rather than the shaking or high winds: the tsunami in Japan and the floods accompanying all the rain in the hurricane Irene.

I have been in many earthquakes up to magnitude 6 as I spent four years in Pasadena, CA, and three months in Japan. I also lived in a suburb of Denver, CO, for 15 years that included the time of earthquakes increasing in magnitude that got in to the 5-6 range of magnitude on the Richter Scale (remember that a magnitude 6 earthquake has a factor of 10 more energy than a magnitude 5 earthquake). These Denver earthquakes turned out to be due to disposing of pesticides down a 12,000 ft hole and greasing a horizontal fault. A former classmate of mine and then a colleague recommended pumping out the column of highly toxic pesticides to reduce the head (How would you like to be in the crew that did that?). It was controversial as some said this pumping might increase the earthquakes; however, he prevailed and was proven to be correct. As stated elsewhere, America is a consumerism society (http://stopcontinentaldrift.blogspot.com/2011/07/our-consumerism-society.html). Knowing this , companies do all they can to get us to want ever "more," "more" whatever. But we are well into the new normal of this country where we cannot always want more. We are going to have to decide when enough is enough. When we are happy with what we have and concentrate more on maintaining that. The effect on the economy of the country of not always wanting "more" will be severe. In fact a new economy will have to be invented.

There are people who have decided that we have far too much government. Unfortunately our previous president ruined the economy of the country, and we now have Federal revenues of what they were in 1950 as percent of GDP, though we have twice the population we had then. In the meantime in order to keep the country from sliding into a 1930s style recession, our government spent a lot of money; however, the situation is so dire that our government is running up huge deficits that are making some people very nervous. A recent article suggested that we need to cut the Federal budget by $7.4 trillion over the next decade. If we do this, it will put us into a deep depression at least as bad as in the 1930s.* Think of things we have now that we didn't have in 1950, for example, but with twice the population we will have to go back farther. So one better think of what is enough to make you happy and try to arrange your life to protect that. The topic of "more" has been in some movies too. For example take Key Largo. At a point in that movie Humphrey Bogart says to Edward G. Robinson (the crook), "I know what you want." Robinson replies, "Whaaat?" Bogart replies, "You want more. That's what you want." Robinson sort of looks off into space and says, "Yes, yes that's what I want. At least I always have." These are not direct quotes but close enough.

Another is The Treasure of Sierra Madre. The grizzeled old prospector says to his two tenderfeet, "Before we go to search for gold, we have to set a goal for how much we want." The tenderfeet don't like it, but go along. In the end the grizzeled old prospector has none of the gold but is being well taken care of by a tribe of Indians because he saved one of their children. He is happy. One of the tenderfeet who has the gold, Humphrey Bogart, gets captured by benditos who don't know what gold dust is and let it be carried away by the wind while Bogart gets killed. The other tenderfoot leaves the gold to go in search of the wife of a dead prospector and apparently he is happy too. I very much like both of these movies because of their morals.

PEOPLE HAVE ALWAYS SAID TO ME .....

Awhile back I went to my dentist for some work. I was in rare form and share my following quips:

Dentist: "You know, you have a small mouth."

Me: "And here all my life people have been telling me, 'You and your big mouth.'"

Dentist looking at reddish purple marks on my arm: "How'd you get those marks on your arm?"

Me: "People my whole life have been calling me thin skinned. Now I am 80, and I really am thin skinned."

Dentist asking what I was doing before coming to see her: "Well, I was out to lunch. In fact people have been telling me that I've been out to lunch my whole life, but this time I really was."

DEBT CEILING COMPROMISE: EFFECTS

There are two parts to the debt ceiling compromise: (1) is a decrease of about $900 billion in the Federal budget over the next 10 yrs.; (2) is an additional cut in the Federal Budget of $1.1 trillion over the next 10 yrs (I have seen the figure quoted as high a $1.5 trillion) to be decided upon by 12 congressmen over the next six months. In addition, Part 2 has a "poison pill" proviso in it that, if a Super Committee of 12 congress people cannot come to a recommendation of how the $1.1 trillion of cuts can be made, then there is an automatic decrease in the budget of $1.1 trillion with half coming from defense and half from discretionary spending. If the Super Committee can come up with a compromise, then it will be immediately voted on, without amendments, by congress. I can't see these 6 Republicans and 6 Democrats coming to a compromise so I presume that the "poison pill" proviso will occur.

Steven Rattner made an interesting discussion of this on Morning Joe on August 3rd (http://www.msnbc.msn.com/id/3036789//vp/44000516#44000516). Rattner shows a graph in which are shown the increase in the Federal budget before and after the Part 1 of the debt limit compromise. In 2020 he estimates that the Federal Budget would be 25.9% of GDP, whereas the increase in Federal revenues will be only 18.4% of the GDP. Part 1 of the debt limit compromise, however, will reduce the increase of the Federal budget to 24.4% of GDP, lowering the rate of increase in the Federal Budget so it is approximately parallel to the rate of increase of revenues, and thus shows an annual Federal Deficit to $1.5 trillion, presumably in perpetuity.

Rattner did not consider Part 2 of the debt limit compromise because it hasn't been enacted yet, but, if the poison pill is enacted, the projected deficit in the Federal deficit should be in a gradual decline as percent of GDP with a slow convergence to the Federal revenues.

As might be expected, "defense" hawks in congress object to the provision in the "poison pill" that 50% of the cuts come from the DoD and claim it will ruin our security. No doubt this is overstated as they only need to cut $55 billion from a continuous program from a budget in excess of $671 billion for 2012 to come to $550 billion over 10 yrs. The cuts from discretionary spending are a little more severe in a discretionary budget of about $500 billion in that they would have to cut $55 billion from continuous programs to arrive at the $550 billion, their contribution. There are Departments and Administrations with much larger budgets than this. For example the the Presidents proposed discretionary budget for the Department of Education Budget for 2012 is $77,400,391,000 which is reduced to $66,023,391,000 by a decrease in mandatory funding. Though there are those that propose shutting down the Department of Education, it is unlikely to occur. Some other departments with budgets above $55 billion/year are: Agriculture, Health & Human Services, Treasury, Office of Personal Management, and Social Security Administration. I don't suppose that any of these budgets would be totally or significantly reduced. For example in Agriculture, congress hasn't even been able to get themselves to eliminate the corn-based ethanol subsidy, even though the savings in carbon dioxide emission are marginal, and, if you cut down a forest to grow corn, you come out behind.* Not only is the corn based ethanol subsidy marginal in reducing carbon dioxide, but fields converted to corn from other crops help make these other crops more expensive.

Because Step 1 of the Debt Ceiling Compromise only slows the growth of the Federal Budget, I assume it will not push us into a recession,** but , if Step 2 is invoked, the Federal budget will begin to go negative and detract from our GDP (Gross Domestic Product) along with our negative Net Trade Balance. Both Government spending and the Net Trade Balance are in the equation to calculate the GDP. The net Trade Balance deficit right now is around $500 billion a year so would be $5 trillion dollars over 10 years (If the economy improves, it will be greater, and, if we go into a recession, it could be less.). Though it is only a guess, Step 2 might subtract an additional $2 trillion from the GDP over the 10 years. My reasoning is that if $900 billion decreases the rate of increase about in half, another $900 billion should flatten the rate of increase and allow another $200 billion (to make a total of 1.1 trillion) to start decreasing the Federal budget. As the consumer is pretty well tapped out, it will be left to industry to make up for the estimated $7 trillion from the negative Net Trade Balance plus the decrease in the Federal Budget and to push us into a positive GDP. There is no way we can have a positive Net Trade Balance because we refuse to face up to our addiction to foreign oil. Unfortunately, this addiction also leads us to fund our enemies to fight us. I have no idea if companies can more than make up for the negative estimated $7 trillion contribution to GDP from the Net Trade Balance plus the decrease in the Federal spending.

* Note added January 5, 2012. Toward the end of December of 2011, the subsidy was in fact repealed; however, the tariff and percent of gasoline that must be ethanol has not changed and in fact was increased from 10% to 15% by Obama (http://247wallst.com/2011/12/30/us-ethanol-subsidy-is-history-adm-vlo-peix-gpre-czz-rds-a/ & http://www.nytimes.com/2010/10/14/business/energy-environment/14ethanol.html).

**Actually, whether the $900 billion of Part 1 can put us into a recession is complex because the deductions are back loaded, i.e. they will be more in the out years than the near years over the 10 years. I don't know by how much the back loading is. If, say, $500 billion were to be taken out in any one year, it could push us into a recession, but the back loading is probably not that severe. The same applies to Part 2, but is more serious as the Federal budget actually is reduced.

NOT JOBS; IT IS DEFEATING OBAMA THAT IS IMPORTANT

The minority leader of the Senate, Mitch McConnell, said in July on Fox News that the number one goal of the Republican Party is to have President Obama defeated in the 2012 election.* He has said this more than once. For example, he said something to the same effect in October on 2010 in an interview with the National Journal. * Note the number one goal is not to increase employment or to get the economy running again but to defeat Obama. So he is willing to let the U.S. unemployment and economic picture limp along until after the next election when, if all goes according to plan, President Obama will be defeated. Well, isn't that nice? Such an attitude might backfire. If the employment picture remains grim up to the next election, I suspect that many of the Tea Partiers will be sent home. The electorate expected more of them than to protect or, better, increase the fortunes of the wealthy.

Republicans carry this myth that by firing government employees and government contractors, you increase employment. Huh? By firing people you increase employment? Well, the idea is that you will more than make up for this loss by increases in private industry. Um, perhaps, but it won't happen right away, and I don't know of any examples. In fact, we just went through the FAA fiasco where 4,000 government workers and more than 70,000 contract workers were laid off because of disputes over the unionization of the FAA. They were going to let this situation go until September, but a deluge of criticism caused the Senate to work out a temporary bridge to September to reemploy those laid off. Republicans probably didn't care about the government workers, but those 70,000 plus contract workers got notice.

Republicans also take on faith that increasing taxes will add to unemployment and decrease the well being of the economy. They point to Pres. Reagan's tax cut, but ignore Reagan's increasing of taxes too several times that made up for about half the revenue lost in the tax cuts. Even Reagan became alarmed at the size of his budget deficits (He never came close to balancing the Federal budget.). Then, of course, Pres. G.H.W. Bush raised taxes and Pres. Clinton raised taxes again and employment as well as the economy flourished in the 1990s, though Republicans squealed that these tax increases would ruin the economy. Then Pres. G.W. Bush lowered taxes, and the economy went into the toilet. Where's the proof that increasing taxes adds to unemployment? The evidence over the last 20 years points to the contrary.

YOU CAN ACCOMPLISH A LOT IF YOU .....

We have all heard the saying that you can accomplish a lot in this life if you don't care who gets the credit, but we have a new one. You can accomplish a lot in this life if the other side thinks you are CRAZY! We just had a demonstration of this in the debt ceiling debacle where it was hard to tell which world the tea partiers were in. They were just fooling weren't they, weren't they? If so their act got to be so convincing that the more rational Republicans like John McCain and conservative op-ed writers like David Brooks and Ross Douthat began to believe them also.

I admit that I don't know what was in the bill just passed as I hear conflicting accounts, but I believe very little of the bill will apply to FY 2011 or 2012. There is hope that the economy improves by 2013; however, I have my doubts (http://stopcontinentaldrift.blogspot.com/2011/07/our-consumerism-society.html).

PET PEEVE ON DRIVERS

Something that really bothers me about my fellow drivers is why they don't use cruise control when the highway or road is open? All modern cars have cruise control, don't they? Why do they like to keep their foot on the peddle and increase their speed to maybe 60 mph, in a 55 mph zone, and then slow down, maybe to under 40 mph (are they on their cell phone?) for awhile and then speed up again. Why don't they just put the cruise control at 55 mph or some constant speed. If I don't like their speed, then I can pass them or reset my speed to lag behind. What's with all this speed up and slowing down?

Of course there are those who drive slower and slower and when you go to pass them they speed up to make a race out of it.

Geesh!

HEALTH INSURANCE: THE INDIVIDUAL MANDATE

Now Republicans oppose the individual mandate as being unconstitutional, but formerly a number of bills were introduced by Republicans that espoused the individual mandate: http://healthcarereform.procon.org/view.resource.php?resourceID=004182

These bills and articles include those by Senator Don Nickels (R, Okla.) and 24 cosponsors, John H. Chaffee (R, RI) and 20 cosponsors, the conservative Heritage Foundation (Oct. 2nd, 1989), Heritage Foundation (Mar. 5th, 1989 ). So Republicans were, to paraphrase a former presidential candidate Kerry, for the individual mandate before they were against it.*

There also were some Democratic proposals for individual mandate: Senator Ron Wyden (D, Or) and 17 cosponsors, Senator Ron Wyden (D, Or) and 124 cosponsors.

*This sort of thing has happened before. Expecting to elect a Republican president in 2006, Republicans passed the line item veto bill which was signed by President Clinton on April 9, 1996 (http://www.pbs.org/newshour/bb/white_house/line_item_veto.html). Much to the surprise of Republicans, President Clinton was reelected. President Clinton and Senator Bob Dole had agreed that the act would not be implemented until 2007 after the presidential election of 2006. In 2007, Republicans claimed the act was unconstitutional. President Clinton tested the constitutionality of the act, and the Supreme Court ruled it as unconstitutional by a 6 to 3 vote.

BASICS OF BUREAUCRACY

When you must deal with bureaucrats, there are certain principles to keep in mind. Remember you presumably want to win something. If you violate the principles, you may still succeed in winning, but bureaucrats are skilled in making such a success protracted and unpleasant.

1. Don't raise the negative instincts of a bureaucrat.

Presumably you are dealing with the bureaucrat because you want some sort of action. All bureaucrats instinctively known that sins of omission may get your wrist slapped, but sins of commission can get you in jail. So bureaucrats don't like action. Being a positive manager is exhausting, and it is much easier to say no. Don't raise this natural inclination. Be positive in your proposed action.

2. Don't make a bureaucrat think.

Bureaucrats spend most of their time putting out fires and don't have time to think. It is nice to give the bureaucrat options but be sure to say which one you want and why mostly benefits will accrue if it is adopted. Again, you be positive.

3. Make the bureaucrat functional.

Most bureaucrats harbor secret worries that they are a part of the problem rather than helping with the solution. Remember that for every rule that says we can't do something, there is another that says we can and, probably, should do it. The bureaucrat is the key to unlocking the bottleneck. Give the person a positive, functional course to follow.

4. Never surprise a bureaucrat.

If there is anything a bureaucrat likes, it is to appear well informed. There is nothing bureaucrats hate more than to appear at a meeting thinking they are well informed only to learn of a new direction, option, or tangent to be considered. This goes 10-fold if the bureaucrat is unexpectedly informed at the meeting that he or she is in deep yogurt. Be predictable.

5. Making a decision is one thing; implementing a decision is another.

One of the things that really wears bureaucrats out is, after going through the agonizing and hazardous process of making a decision, to have the matter come up again ... and again-and again. The first thing you know they begin to act the parent or even child instead of the adult. The older you get, the more you realize the importance of trust. If you trust someone, you don't worry about how smart, industrious, talented, or knowledgeable that someone is. You figure they can handle it or muddle through somehow. If you don't trust someone, you always wonder whether that person can or will do a job, whether they know enough, etc., no matter how smart, industrious, talented, or knowledgeable they are. Once you agree to a course of action, stick to it. To be dependable is golden.

6. Let the bureaucrat take credit.

Blanton Collier once said, "You can accomplish a lot in this life if you don't care who gets the credit." With that approach, the Cleveland Browns professional football team went from fifth place the year before to almost winning their division title in Collier's first year as coach.

7. Keep it simple.

Try to accomplish one goal at a time. A "square law" is operating. It isn't just twice as hard to accomplish two goals at once; it is four times as hard. Some-times the apparently slow way of accomplishing one goal at a time is actually the fast way. There is nothing a bureaucrat likes better than a complete plan. Try not to get sucked into this myth of achieving a complete plan. Complete plans almost never are developed because there is always a weak point. If they ever are finished, they usually are obsolete by the time of adoption. As C. Northcote Parkinson once said, "The buildings for the League of Nations were finished in 1938. And so was the League of Nations." Emphasize consequences of no decision.

8. Ask a question with a clear request for response.

Everyone knows bureaucrats hate to respond and live in "black holes" where memos come in but nothing goes out. An amazing number of incoming memos never really ask for a response. You will in-crease your chances of a response if you ask a question, an obvious question complete with question mark. Make it simple and declarative. If you just say you need "some" action by a certain date, it is not clear you want a response. Some organizations even demand that all letters and memos that ask questions receive some sort of response.

9. Follow Up

Every bureaucrat receives more requests that require action than can be handled. In management training, bureaucrats are taught to have a low priority file of things they aren't really keen on doing. After a reasonable period of time, you should follow up on your request. It is particularly effective if you can offer some way you can help move things along.

10. Patience Is A Virtue In The Civil Service

In a country like the U.S., there are always opportunities for change. This is particularly true in the Geologic Division where bureaucrats change on a three- to-five-year basis. If once you fail, refine your arguments, wait a while, and try again. As my mother used to say, "There are no problems, only challenges and opportunities for growth."

WHY DO THEY CARRY THE WATER FOR THE WEALTHY?

It is well known that the Tea party members and conservatives in general are against increased taxes of any sort even those which benefits the wealthy more than anyone; yet, the Tea Party members are not particularly wealthy. It appears, however, that nearly 47% of Tea Party members polled pay no income tax (http://www.theatlantic.com/business/archive/2010/04/47-of-tea-partiers-pay-no-federal-income-taxes/38924/). In addition, "Many lawmakers reported unpaid student loans or hefty credit-card balances. One cash-strapped freshman put himself on his campaign payroll to make ends meet last year. (ttp://azstarnet.com/news/national/govt-and-politics/article_244e838f-d8c2-5c45-958b-c3231a5385d7.html#ixzz1SqVYpXfo) And where did all this opposition to Medicare come from? After all, it was Republican accusations that the Democrats wanted to form "Death Panels" for the aged and ration health care that played a major role in Tea Party Members getting elected in the first place. Is it that they are afraid their taxes will be raised? The only talk, however, is to return the taxes of the wealthy to the pre-Bush levels. I can't help but wonder why their main interest is to preserve or increase the fortunes of the wealthy. "42 percent of financial wealth is controlled by the top 1 percent." They also have a distorted opinion on the level of taxes people pay. "As noted earlier, federal taxes are very considerably lower by every measure since Obama became president. And given the economic circumstances, it's hard to imagine that a tax increase would have been enacted last year. In fact, 40% of Obama's stimulus package involved tax cuts. These include the Making Work Pay Credit, which reduces federal taxes for all taxpayers with incomes below $75,000 by between $400 and $800." "According to the JCT, last year's $787 billion stimulus bill, enacted with no Republican support, reduced federal taxes by almost $100 billion in 2009 and another $222 billion this year. The Tax Policy Center, a private research group, estimatesthat close to 90% of all taxpayers got a tax cut last year and almost 100% of those in the $50,000 income range. For those making between $40,000 and $50,000, the average tax cut was $472; for those making between $50,000 and $75,000, the tax cut averaged $522. No taxpayer anywhere in the country had his or her taxes increased as a consequence of Obama's policies." Tea Party members tend to believe that too much attention is devoted to blacks "Fifty-two percent believe too much has been made of the problems facing black people. Far fewer Americans overall -- 28 percent -- believe as much. Among non-Tea Party whites, the percentage who say too much attention has been paid to the problems of black people is 23 percent." "Thirty percent of Tea Party supporters believe Mr. Obama was born in another country, despite ample evidence to the contrary. Curiously, Tea Party members believe taxes have increased under President Obama whereas they have decreased for nearly everyone.
